Commission formally adopts leather exemption for EUDR

The European Commission has formally adopted measures confirming the exclusion of leather from the scope of the European Union Deforestation Regulation (EUDR).

In May, it published a new draft of a ‘delegated act’ amending its EUDR legislation. On July 13, it formally adopted the changes that the draft put forward, including the removal of cattle hides, skins and leather from the scope of EUDR. It said it was doing so following stakeholder consultation and public feedback.

The amended delegated act will now be sent to the European Parliament and the Council of the EU for scrutiny before entering into force.


European commissioner for environment, Jessika Roswall, said: “We are providing the clarity and predictability that businesses, member states and our international partners need to prepare for the application of EUDR at the end of 2026.”
