The European Commission’s public consultation on the Anti-Deforestation Regulation is currently underway. As we explained in early May, this is the first step in the process that the delegated act amending the EUDR must undergo, before being notified to the Council and the European Parliament, and eventually becoming final. The consultation period lasts one month: the deadline for submitting comments via the dedicated platform is June 1.

The process

Public consultation is the tool the European Union makes available to citizens, businesses, and organizations to share their views on EU policies and legislation. In the case of the proposed amendments to the EUDR, it’s an opportunity to reaffirm the soundness of the decision to exclude bovine leather (at every stage of processing) from the list of products and goods subject to the regulation.

Anyone who reads the reports in La Conceria knows why: Leather, as clearly stated by the Sant’Anna School of Advanced Studies in Pisa, is not a driver of deforestation. It’s a byproduct of animal husbandry, so it’s appropriate for the EUDR to focus on meat. And that’s not all: the first draft of the regulation (which covered hides but not finished leather products) threatened the competitiveness of EU companies and created imbalances that benefited supply chains on other continents. The consultation began on May 4, and the deadline to participate, as we mentioned, is June 1.
