The chemical, 1,1′-(ethane-1,2-diyl)bis[pentabromobenzene] (DBDPE), is often found in solvent-based or water-miscible finishing formulations due to its waterproof and non-water-soluble nature.
Following the update earlier this month, the Candidate List now includes 251 entries. DBDPE, which is used as a flame retardant across several industries, has been identified as very persistent and very bioaccumulative (vPvB) under Article 57(e) of the REACH regulation. The inclusion supports ongoing work toward potential restrictions on brominated flame retardants.
Companies manufacturing or importing products that contain DBDPE, either on its own, in mixtures or in articles, must now comply with specific legal obligations under REACH. These include providing customers and consumers with safety information when the substance is present above 0.1% by weight, updating safety data sheets, and notifying ECHA within six months if relevant articles contain the chemical.
Substances on the Candidate List may later be moved to the Authorisation List, which would mean companies could only continue their use after specific approval from the European Commission.
