The signatories warn that recent amendments and a delayed rollout have created “costly uncertainty and unrealistic implementation timelines” ahead of the December 30, 2025 application date.
The statement argues that the Commission’s changes are substantial and require more time for proper assessment by stakeholders and Member States. It also highlights operational challenges for both large and small companies, particularly regarding IT systems linked to the TRACES platform and due diligence documentation.
Signatories say the proposed staggered compliance dates for small and large enterprises are impractical given the integrated nature of supply chains. They urge a pause to allow for a full review aimed at ensuring legal clarity, predictability and workability, while maintaining the Regulation’s environmental goal of combating deforestation.
The statement is backed by a broad range European organisations representing sectors across leather, agriculture, forestry, timber, furniture, pulp and paper, publishing, bioenergy, oleochemicals, non-wovens, packaging, as well as the livestock and meat trade. The signatories represent everyone from tanners and forest owners to farmers and sawmills, as well as the vegetable oil, protein meal and animal feed industries. Together, the signatories showcase the wide-ranging impact of the EUDR across Europe’s interconnected supply chains.
